Belgian Presidency of the Council of the European Union

Mesdames et Messieurs les Membres du Parlement européen,

 

Même si cela peut sembler incongru dans cette enceinte européenne, j’aimerais commencer par une citation d’un grand penseur américain, Ralph Waldo Emerson, qui disait : Do not go where the path may lead, go instead where there is no path and leave a trail.  C'est-à-dire: N’allez pas là où le chemin peut mener. Allez là où il n'y a pas de chemin et laissez une piste. 

 

C’est en effet un peu ce que nous avons fait, avec vous tous, ces derniers six mois. La Belgique était appelée a assumer la présidence tournante de l’Union européenne après l’entrée en vigueur intégrale du Traité de Lisbonne. 

 

C’est vrai que nous ne nous engagions pas dans un terrain totalement inconnu. Mails il a quand même fallu poser les balises pour le nouveau fonctionnement de l’Union sous le nouveau Traité, avec les nouvelles institutions dont s’est doté l’Union.

 

Fidèles à la tradition belge, nous avons tout fait pour permettre aux institutions de fonctionner de manière optimale, pour créer les bons précédents. 

 

Je crois pouvoir dire que l’Union européenne, telle qu’elle s’est structurée avec le Traité de Lisbonne, fonctionne, et fonctionne bien. Ainsi notre Union s’est elle dotée d’un nouvel instrument de supervision du secteur financier qui devrait lui éviter, espérons-le, la réédition de crises comme celle dont nous peinons encore à sortir. La gouvernance économique a progressé. Un accord a pu être trouvé sur le budget 2011. Er surtout, au total, près de quarante accords de nature législative ont été conclus entre le Parlement et le Conseil. 

 

Notre détermination à respecter aussi bien la lettre que l’esprit du Traité de Lisbonne a été un choix pour l’avenir de l’Union, un investissement dans une coopération européenne toujours plus étroite.

 

Pour ce faire, nous avons suivi deux grandes lignes directives.

 

Premièrement, nous ne souhaitions pas nous mettre en avant, nous avons plutôt inscrit notre programme, avec ses cinq priorités, dans l’agenda européen,  dans le programme de la Commission, dans les impulsions données par les Chefs d’Etat et de Gouvernement au niveau du Conseil européen, dans le programme du Trio. 

 

Ten tweede hebben we een inclusief voorzitterschap gehad. We hebben nauw samengewerkt met alle betrokken partijen, met het Parlement, met de Permanente Voorzitter van de Europese Raad, de Commissie, de Hoge Vertegenwoordigster, en, natuurlijk, de Lidstaten. We hebben bijzondere aandacht besteed aan de samenwerking met het Parlement dat zijn bevoegdheden versterkt ziet onder de nieuwe regels.

 

Deze methode heeft gewerkt. Meer dan ooit is de Unie een samenspel van haar instellingen en lidstaten geworden. Deze methode heeft ook gewerkt omdat ze gericht was op resultaat, en niet op profilering. Dat geldt voor ons voorzitterschap, dat geldt ook voor het Europees parlement. Ik wil dan ook graag, Dames en Heren parlementsleden, mijn waardering en mijn dank uitspreken voor uw medewerking. De meeste akkoorden die we wisten te bereiken zijn goedgekeurd met een grote meerderheid. 

Dat demonstreert de kwaliteit van uw debatten en de voorrang die u geeft aan wat goed is voor Europa.

 

Maar uiteraard kunnen we niet stilstaan bij de bereikte resultaten. Er valt de komende maanden en jaren zeer veel te doen, want onze Unie staat voor enorme uitdagingen.

 

Ik wil er graag vier vermelden.

 

De eerste is die van het economisch bestuur. We hebben de nodige maatregelen getroffen om een crisis in de eurozone af te wenden. Maar die symptoombestrijding volstaat niet. De dreigingen die op een aantal eurolanden rusten hebben aangetoond dat een monetaire unie niet houdbaar is zonder een economische unie. We moeten dus vastberaden de weg opgaan van een convergentie van het fiscaal, economisch en sociaal beleid van de lidstaten.

 

De economische governance vereist ook een streng toezicht op het begrotings- en structureel beleid van alle lidstaten van de Unie. We moeten het Europees semester, dat daarvoor is ingevoerd, ten volle gebruiken.  Terugkeer naar begrotingsdiscipline mag geen vrijblijvend streefdoel zijn, maar moet controleerbaar en zo nodig afdwingbaar zijn.  

 

Het gaat hier niet om discipline om de discipline. Gezonde regeringsfinanciën zijn noodzakelijk om weer aan te knopen met een duurzame groei die banen schept. Ze zijn noodzakelijk voor het behoud van ons Europees model dat politieke en economische vrijheid paart aan sociale solidariteit en ecologische verantwoordelijkheid. 

 

Die Union muss die neuen Instrumente effizient nützen, die sie zur Kontrolle der Finanzmärkte einführt. Diese Instrumente sollen noch dieses Jahr einsatzbereit sein. Das ist ein absolutes Muss, um neuen Entgleisungen der Märkte vorzubeugen.

 

Wirtschaftliche Konvergenz; Kontrolle der nationalen Haushalts- und Strukturpolitikoptionen; neue Instrumente zur Finanzmarktkontrolle – sie können den Eindruck entstehen lassen, dass der Apparat der Union dabei ist, ziemlich schwer und kompliziert zu werden. Und es ist natürlich auch zu erwarten, dass die genauere Überwachung der nationalen politischen Entscheidungen der Mitgliedsstaaten nicht ohne Diskussionen und Reibereien vor sich geht.

 

Aber das sollte uns nicht abschrecken, denn das gehört zum Wesen der Europäischen Integration.

 

The second field in which we must do this, in which we must keep up the new momentum, is that of the role of the Union in the world.

 

We have made progress. Thanks to our concerted preparation and unified representation, we have increased our weight in the G20. The last month, the Union started to build its own diplomatic representation in the world.

 

This is good, but those moves have to be consolidated. The European Union, it is true, speaks with one voice on most problems on this world.

But words are not enough. The Union has to develop more clout to be able to act in a decisive manner, to become a real pole of influence and power in this multipolar world.

 

Thirdly, we have to address the financial perspectives of the Union. It is true that this is not a time where governments can contemplate hefty increases of their contributions to the budget of the Union.  But neither can we avoid a debate on the long term budgets financial perspectives. Promises have been made to this parliament that there will be a consultation on the philosophy of the future financing of the Union, on the ways and means. The Union cannot live hand to mouth; it has to have this long term perspective. 

 

Last but not least, I want to say that we will only be able to deliver on those challenges if we believe in ourselves.

 

I’d like to quote the French thinker and writer André Frossard on this fourth challenge for the coming years. I will first quote in French and then translate:  « L'Europe cherche, avec raison, à se donner une politique et une monnaie communes, mais elle a surtout besoin d'une âme. »

 

“Europe quite rightly wants to equip herself with a common policy and currency, but most of all she needs a soul.”  We indeed need a soul. We need to have faith in ourselves, in what we have accomplished - not to excuse ourselves for who and what we are.

 

We need to remember that before being a market, a currency, a set of institutions, the Union was a vision, a belief, a dream. It was a dream of peace on this continent which has been torn by so many wars.

 

Now, I have heard that it has become ‘passé’ to speak of peace to generations in Europe who have never known war. I can only say, look around you, watch all the refugees who come to us, fleeing war, fleeing armed conflict, fleeing tyranny. They certainly do not look down on the achievement it is to have spread peace and security to almost a whole continent.

 

And those refugees aspire, as so many people elsewhere in the world, to the rights and freedoms which too many of our citizens take so easily for granted. 

 

As much as about peace, the Union is about liberty, about democracy, about civil rights, about the rule of law, as well for our citizens as for our immigrants. We believe in the right of each person to human dignity, which means to the right to live on their feet and not on their knees, the right to think and speak and worship freely. 

 

In an often quoted statement, Jean Monnet has said that nothing gets done without people but that nothings lasts without institutions. This is just as true today as when he said it. But on the other hand, it is also true that institutions will wither if they are not carried by people with strong convictions. We must remember that we will only carry our citizens with us if we give them a vision, a dream.

 

I wish Hungary all possible success now that it has taken over the baton of the presidency, and I am sure it will hold high the torch of the European dream of peace, of freedom, and of an ever stronger union.
