
Anyone may lodge a formal complaint with the European Commission against a Member State for any measure (law, regulation or administrative action) or practice attributable to a Member State which they consider incompatible with a provision or a principle of Community law.
Indeed, European law grants rights and imposes obligations not only on Member States, but also on citizens and businesses to which a number of rules apply directly. It forms an integral part of the legal system of the Member States which are above all responsible for the implementation of these rules and their correct application. You therefore have a right to expect that the national authorities throughout the territory of the European Union apply your European rights correctly.
However, for a complaint to be deemed admissible, it must report an infringement of Community law by a Member State; it cannot therefore concern a private dispute.
