Conference on the implementation of European Directives
The conference is about the problems of implementing Directives, in particular the means of promotion and/or coercion available to EU institutions and the Member States as an accompaniment to the implementation process. The consequences of the Treaty of Lisbon for the implementation process are considered.
This conference aims to bring together those responsible (+/- 150 people) for the implementation process from all the Member States of the European Union and the European institutions (Commission and Court of Justice) and is a continuation of the conference on the implementation of Community law in the Member States organised by the Czech EU presidency in March 2009.
The conference is to be based around two working parties. The first two sessions will deal with the various means of promotion and/or ‘gentle’ coercion available to EU institutions and the Member States to accompany the implementation process (the so-called "soft tools"). Handling of the procedures for infringements (the so-called "hard tools") is to be discussed during the third session. The consequences of the Treaty of Lisbon for the implementation process are a central theme throughout the conference.
The aim is to focus on the "best practices" of the Member States.
