Combating Poverty and Social exclusion: What is the role of the ESF?
The main aim of this seminar is to present good practices and recommendations to the various ESF managing authorities on how to deal with combating poverty and social exclusion within the ESF.
This main topic will be divided into 4 sub categories, i.e.: Initiatives for people furthest from the labour market, initiatives in relation to job quality, initiatives in relation to the creation of jobs within the framework of social inclusion and competence policy to this end
On 18 and 19 November 2010, Belgium's various ESF organisations will arrange a seminar with the working title: "Combating Poverty and Social exclusion: What can the ESF contribute?" This seminar will take place in Brussels, in the Egmont Palace.
The various ESF organisations are made up of the following bodies:
- Flemish-speaking Community ESF Agency
- French-speaking Community ESF Agency
- The Brussels Capital Region/Actiris, the BGDA - Brussels Regional Employment Office, ESF Service
- The German-speaking Community, the Parliament for the German-speaking Community in Belgium, European Social Fund
- FPS Social Integration - ESF
There has been close collaboration with the European Commission in the organisation of this event.
The practical side of the seminar organisation is handled by the Flanders ESF Agency.
It is estimated that there will be 300 participants. The seminar is initially aimed at the ESF managing authorities of the various member states and their delegations. The ESF managing authorities will need to have their delegation as follows: the managing authority (or representative), an NGO representative, a representative for the social partners of the member state and a policy representative.However, in addition there will be enough room to invite the stakeholders.
The main aim of this seminar is to present good practices and recommendations to the various ESF managing authorities on how to deal with combating poverty and social exclusion within the ESF.
This main topic will be divided into 4 sub categories, i.e.:
- Initiatives for people furthest from the labour market
- Initiatives in relation to job quality
- Initiatives in relation to the creation of jobs within the framework of social inclusion
- Competence policy to this end
Within the 4 sub categories, necessary attention shall be given to horizontal diversity datain particular age, gender and origin.
As a background to the content of these workshops, Professor Jan Vranken (University of Antwerp) shall write a basic reference paper, in collaboration with Professor Casman (University of Liège). This basic reference paper shall describe the problems involved in combating poverty and social exclusion at a European level, and ways in which these vulnerable groups could re-enter the labour market.
Professor Vranken will also be requested to present points of interest for each sub category, in order to prompt discussion in the different work groups. The aim is for the different work groups to be as interactive as possible.
