Colloquium on Fiscal Federalism in the European Union
At this colloquium the Flemish Department of Finance and Budget wishes to focus attention on the current area of tension between on the one hand, European primary law and the European trend towards fiscal coordination, and on the other hand, the efforts to achieve greater fiscal autonomy for the regions in the EU and the national legislation on which this fiscal federalism is based.
By enabling both EU experts and experts from a number of regions to set out their vision and, where possible, to enter into dialogue through a panel discussion, it will be possible to work towards better mutual understanding.
The seminar will be divided into two parts: a conceptual morning and a regional afternoon. In the morning session, the concept of fiscal federalism will be discussed from the legal and economic point of view. The afternoon programme will focus on the exchange of information and experience between different EU regions. Four regions will be invited to explain their fiscal autonomy. To complete the comparison, the afternoon will conclude with a panel discussion.
