Since 2009, the Flemish Government has been working on the implementation of the Flanders in Action project. The aim is to turn Flanders into an economically sustainable and socially caring society that ranks among the top five European regions by 2020. Flanders in Action is the cornerstone of the Flemish Government’s coalition agreement for 2009-2014.
The challenges for the future in terms of demographics, globalization and the environment are, after all, considerable. In order to be able to rise to these challenges it is important that Flanders thinks and acts in a future-oriented manner. To this end projects are now being launched in order to obtain the desired results in ten years from now.
Flanders wishes to excel in a broad range of social areas. In order to achieve this ambitious goal, Flanders in Action defined seven fundamental breakthroughs in consultation with the social partners, with research institutions, with associations and with the government :

- Green and dynamic urban region
- Europe’s smart hub
- Caring society
- Decisive governance
Under the '2020 Pact', these breakthroughs have been translated into 20 specific targets, which are in line with the Europe 2020 strategy. The Flemish authorities, the social partners and civil society have all signed the Pact and have committed to executing it. An independent steering committee oversees its final implementation. Progress will be monitored and reported on annually.
