The region may represent Belgium in the Council in accordance with the distribution of competences in the Belgian federation. Prior to each Council, the Belgian representatives (federal and regional) meet to set out a common Belgian position. The details are implemented within a cooperation agreement. As part of the rotating "turn-based" system in place among the federated bodies, the Bruxelles-Capitale region will be performing the following roles during the second half of 2010:
- the Presidency of the "Competitiveness" Council Research section
- the Belgian seat for the "Transport" section of the "Transport, Telecommunications and Energy" Council
- the Belgian seat for the informal "Cohesion Policy" Council, with a right of initiation for urban policy and housing.
It will also organise a number of conferences, seminars and meetings as part of the Belgian programme. These events will highlight Brussels' priorities.
