22nd Meeting of Parties to the Montreal Protocol
Meeting of the parties to the Montreal Protocol with the objective of taking decisions on the implementation of objectives and the necessary means, financial mechanisms, HCFCs, and conformity. The connection with the Climate will be a central theme.
The Montreal Protocol regulates ozone-depleting substances. It is an international agreement that has been hailed as a success and to which all countries in the world adhere. The measures put in place by the Parties will result in a restoration of the ozone layer to its initial state, between now and mid-century. But work remains to be done for this. Moreover, these substances have contributed to the greenhouse effect, which means that the measures from the Montreal Protocol also contribute to fighting climate change.
The 22nd meeting of the Parties to the Montreal Protocol will be held in November of 2010 in Uganda. Topics associated with climate change will be highlighted in the agenda. A proposal to regulate certain greenhouse gases, in conjunction with suspending use of ozone-depleting substance, will be discussed anew. One of the key factors is the development of environmentally-friendly CFC alternatives. Similarly, these substances, present in older facilities or insulating foam, could also be made subject to global measures in another point of order for the day, because unless these substances are destroyed, there is a risk that they will be released into the atmosphere, especially in developing countries.
1 January 2010 was a historic day for the Montreal Protocol, with the decision to fully eliminate CFCs and other ozone-depleting substance from all countries.
Sale of remaining stocks in refrigerated ships and implementation of a weak licensing system will also be discussed at the meeting. These elements may play a key role in achieving the target of putting a freeze on production and consumption of hydrochlorofluorocarbons (HCFCs) and then reducing them by 10%.
